A murder takes place in the shop of David Lyons, a deaf man who fails to hear the gunshot being fired. Outside, blind man Wally Karue hears the shot, but cannot see the perpetrator. Both are arrested, but escape to form an unlikely partnership. Being chased by both the law AND the original killers, can the pair work together to outwit them all?

Maverick Navy Lieutenant Commander Tom Dodge will never be a textbook officer, but he's a brilliant seaman who's always wanted to command a nuclear submarine — he's been given one last chance to clean up his record. So, Graham stacks the deck against him and assigns Dodge to the Stingray, a diesel-powered WW2 submarine that can barely keep afloat. To make matters worse, Dodge's crew is a collection of maladjusted, mistake-prone misfits. Then, he's tagged the "enemy" in a crucial war game, and ordered to take on the U.S. Navy's best.

Talking to his friends, he realizes that they are all facing the same sentence: a boring summer camp. Together with his friends, he hatches a plan to trick all the parents into sending them to a camp of their own design.
